Can any fiscal framework reform be effective at democratizing budget decision if the ECB continues to be independent? It seems to me that absence of a Lender of last resort (and banking union) cripples the political debate regardless of rules/discretion framework and make ideas of incremental reform kind of delusional.... Thank you both for your presentations. I want to hear your opinion about the ESM, which has been the true lender of last resort and has been a political independent body. Can it be transformed into an EMF, can we use the ESM as the needed independent body that you both mentioned and finally can it be the common fiscal authority?
